A Mystery Behind the Rise of Student Debt
Yes, college prices have skyrocketed. But students are also paying fewer of their own dollars towards tuition than 20 years ago. Why?
The wild growth of student debt seems like an illness with an obvious cause. Both enrollment and tuition prices went on a tear over the past two decades. Add the two together, and you get today's trillion-dollar problem. Right?
Well, not quite. In a?recent report, the Hamilton Project's Michael Greenstone and Adam Looney argue that the student-loan boom is, in fact, a bit more more mysterious than journalists and student advocates tend to acknowledge. It's not that tuition hikes and growing class rolls aren't playing a part -- they certainly are.?But there's something else going on, too. In time, it seems, the average student has started paying less out of pocket towards her own education, as shown in the green area in the graph below (the purple area shows grant aid and the blue shows loans).?
Here's a nitty-gritty version of the story. According to Greenstone and Looney's calculations, out-of-pocket spending started to slide during the '90s. Adjusted for inflation, students contributed about $4,000 of their own money a year towards tuition at the start of that decade. By 2000, though, student contributions were down to about $3,000. They roughly stabilized until the recession, at which point they plunged once more. Today, students are paying just $2,125 out of pocket.?
It's not much of a puzzle why students and their families leaned harder on loans and federal aid after 2008. The country got poorer and the Obama Administration just about doubled the size of the Pell Grant program for low-income and working-class students. Families had less money. The government offered more.?
But what happened during the 1990s??
Like Greenstone and Looney, I don't have an answer ready. But I think I can eliminate one possibility. While college enrollment grew during the period, there wasn't some massive, disproportionate influx of low-income students. Here, based on Department of Education data, is how the distribution of undergrads between income brackets changed over the decade at public colleges. If anything, college kids got relatively wealthier overall.?
Meanwhile, at private colleges students became a tiny bit more middle class. But the number of truly poor students shrank.?
These charts include only at full-time, dependent students who have family help paying for school. But the pattern is similar with self-financing independent students, who made up about half of all undergrads at the time. Meanwhile, part-time students are generally less likely to borrow for school than full-time students, meaning any increases among their ranks should have increased out-of-pocket payments.?
Again, shrinking family contributions are just one piece of the puzzle when it comes to student debt. But it seems like an important one to understand. ?

UK jobless claimant count falls in June at fastest rate in three years
LONDON (Reuters) - The number of Britons claiming unemployment benefit fell for an eighth consecutive month in June and at its fastest rate for three years in the latest sign that Britain's economic recovery is gaining momentum.
The Office for National Statistics said the number of people claiming jobless benefit fell by 21,200 last month. Economists had expected a drop of just 8,000.
A large favourable revision to the prior month added to the robust picture.
Britain's central bank has refrained from injecting fresh stimulus into the economy in the form of quantitative easing this year and focused its efforts on initiatives to boost lending to households and businesses.
The number of people without a job on the wider and lagging ILO measure dropped by 57,000 in the three months to May to 2.5 million.
The ILO jobless rate held steady 7.8 percent, as expected.
One way employers have been able to keep staff is by limiting pay rises.
Average weekly earnings growth including bonuses picked up slightly to 1.7 percent in the three months through May compared to a year earlier, still well below inflation. Excluding bonuses, pay grew by just 1.0 percent.

But how much more thrilled would they be if the activation phrase was "Glass Alive", "Go Go Glass" or "Pew Pew Pew"? These, according to product marketing manager Amanda Rosenberg, were among the rejected options in the early days of Glass' development.
She has published a list of so-called "hotwords" supplied by Glass product manager Mat Balez, although he may well have had tongue firmly in cheek when compiling it.
Rosenberg revealed the list as part of an explanation of how "OK Glass" got the nod, after she came up with idea over dinner with Balez and his wife shortly before getting her job on the Glass team in 2012.
"He then asked me if I had any ideas for the hotword. In that moment the only phrase I could think of was 'OK Glass'. I didn't tell him straightaway though. Instead, I continued to look pensive and muttered something about 'looking into it' just to appear as though I was going to put more than 3 seconds of work into it," wrote Rosenberg on Google+.
"When I got home, I tried my best to think of something else, anything else so that I could at least have a few options to send to Mat. Alas, I could not think of any others. I've been fortunately cursed with a one-track mind. So, I decided to put all my Glass eggs in one basket and send over a rationale for 'OK Glass'... A week later, it was implemented."
Rosenberg has published the email she sent to Balez in April 2012 making the case for "OK" as "the most frequently used word on the planet. Denotes approval, acceptance, agreement, assent or acknowledgment, but is also a frequent expression used for transitions in conversation".
It's the list of alternatives that were supposedly being considered, provided by Balez in 2013, that's raising chuckles today. The examples pulled out by Rosenberg:

The most striking point here, though, is the human element of the anecdote.
Despite everything you've read about Google's famed love of iteration through exhaustive A/B testing ??40 shades of blue links and the like ??the potentially-iconic hotword for Google Glass was a Eureka moment for one person, in a car back from dinner, racking their brains for a better alternative.
Not that testing didn't play a role. "Coming up with the phrase was the easy part. Figuring out if it would work, was another story. There's a whole team at Glass who worked very hard testing and implementing it before it was adopted," writes Rosenberg.
"It's hugely exciting to hear "OK Glass" being used today. That said, 'Device, please' is growing on me."
Did the Glass team miss a trick though? "OK Glass" seems set as the activation phrase for now, but feel free to suggest your own alternatives in the comments section.
"To me, to you", "Check this Maven out right here" and "ALRIGHT NOW!" (bellowed like Reef's Gary Stringer in Place Your Hands) being my suggestions ??or at least my strong evidence for why Google has never tried to poach me for a product marketing job.

That being said, even though responsive design is mostly the same content, same HTML, and same look.... Sometimes, there are slight differences. Sometimes, the navigation slightly changes. Sometimes some of the images or content is removed. Sometimes, some of the links or handling of telephone or email addresses change. These are all done with making the mobile template more usable for mobile users.
In the case of the Google Webmaster Help thread, this user removed some links from his navigation because the URLs were not mobile friendly or useful to mobile users. He also added HTML to the telephone numbers to make them click to dial on smartphones.
Is that against Google's webmaster guidelines? I'd be bold and say no.
As long as you serve up this HTML as is to GoogleBot as you would a desktop or mobile user, then you are fine. Don't serve up GoogleBot something different than you would serve other users. I.e. don't hide or add links just for GoogleBot.

Rouhani pledges end to bickering with Iran parliament

DUBAI (Reuters) - Iranian President-elect Hassan Rouhani pledged to cooperate closely with parliament and to limit infighting between the legislative and executive branches, saying Iran's problems could not otherwise be solved.
Rouhani, a relative moderate who won a landslide victory over more conservative rivals in a June 14 poll, needs the backing of lawmakers to pass a budget and to deliver on promises of an increase in the minimum wage and banking sector reforms.
"The future government will not think of confrontation with parliament, nor will it think of, God forbid, fooling parliament with inaccurate statistics," Rouhani told deputies in a speech late on Sunday, according to the Mehr news agency.
"Certainly solving the country's problems will not be possible without cooperation between parliament and the executive branch," said Rouhani, who faces a tough challenge rebuilding an economy battered by international sanctions.
The second term of Iran's outgoing president, Mahmoud Ahmadinejad, was marked by extensive feuding with parliament, which reached a peak in February when Ahmadinejad accused the family of speaker Ali Larijani of corruption.
Lawmakers have also harshly criticized Ahmadinejad for his administration's implementation of subsidy reforms, which they say has stoked inflation.
Rouhani, a mid-ranking Shi'ite Muslim cleric who has a close relationship with theocratic Supreme Leader Ayatollah Ali Khamenei, takes office next month.
Parliament must also approve Rouhani's nominations for cabinet positions and these have been the subject of widespread speculation in the Iranian media in recent weeks.
ECONOMIC CHALLENGES
International sanctions levied over Iran's disputed nuclear program have placed enormous pressure on the country's economy, contributing to inflation of above 30 percent, rising unemployment and a weakening of the Iranian rial.
"The country faces very difficult conditions, and some of these complexities are the result of domestic performance and some are the result of unjust foreign pressures," Rouhani told the lawmakers, referring to the sanctions.
"This is the first time that the country faces very high inflation - the highest in the region and perhaps in the world - coupled with negative economic growth."
Analysts say Rouhani, a political insider who has held high posts within the Islamic Republic for decades, has a good chance of advancing his agenda due to his ability to build bridges within Iran's factionalized politics.
But Khamenei will retain the final say on policies that most concern world powers, including Iran's nuclear program and its support for Syrian President Bashar al-Assad against rebels trying to overthrow him.
A fresh instance of Iranian political infighting broke out into the open last week.
Conservative legislator Ali Motahari, a critic of Ahmadinejad, said he had discovered eavesdropping devices installed in his office, according to the Mehr news agency.
Motahari requested the Intelligence Ministry to explain the installation of the devices, which he said violated Iranian law, while other parliament members criticized Motahari for publicizing the issue.
