teacher Sleepless Nights May Hurt School Performance of Kids With Asthma

TUESDAY, May 21 (HealthDay News) ? Urban elementary school children with poorly controlled asthma are likely to experience sleep problems and suffer academically, new research indicates.

?In our sample of urban schoolchildren, aged seven to nine, we found that compromised lung function corresponded with both poor sleep efficiency and impaired academic performance,? said study author Daphne Koinis-Mitchell, an associate professor of psychiatry and human behavior at Brown University?s Alpert Medical School in Providence, R.I.

Koinis-Mitchell, who is also an associate professor of pediatrics, is scheduled to present her findings Tuesday at the American Thoracic Society annual meeting in Philadelphia.

The findings stem from an analysis involving 170 pairs of white, black and Hispanic children and their fathers living in the Providence area.

The children?s asthma symptoms were monitored over three-month periods, and the children and their parents were asked to keep a health diary as well.

Questionnaires were also completed to gauge the degree to which asthmatic symptoms were kept under control. Sleep quality was also monitored and quantified.

The result: Children with poorly controlled asthma fared worse at school, according to their teachers. ?Carelessness? regarding school work was also linked to poorer sleep, as was difficulty in staying awake while in class.

?Urban and ethnic minority children are at an increased risk for high levels of asthma morbidity and frequent health care utilization due to asthma. Given the high level of asthma burden in these groups, and the effects that urban poverty can have on the home environments and the neighborhoods of urban families, it is important to identify modifiable targets for intervention,? Koinis-Mitchell said in a news release from the thoracic society.

Efforts aimed at improving asthma control and sleep quality may help to boost academic performance in this vulnerable population, she added. ?In addition, school-level interventions can involve identifying children with asthma who miss school often, appear sleepy and inattentive during class or who have difficulty with school work. Working collaboratively with the school system, as well as the child and family, may ultimately enhance the child?s asthma control,? she said.

Data and conclusions presented at meetings are typically considered preliminary until published in a peer-reviewed medical journal.

The city of San Diego has agreed to pay $18.5 million to the family of a young boy who lost his leg after he was struck by a city trash truck.

The personal injury settlement was reached yesterday, May 20, 2013, the day the case was scheduled for trial. ?The $18.5 million settlement is the largest personal injury settlement in the city of San Diego. ?The Attorney for the City said that what happened to the child was a tragedy and commented ?This isn?t really a situation of anybody winning or losing; the city felt it was in the best interest of everyone to resolve the case without a trial.?

The child was struck in November 2011 and suffered major internal injuries and broken bones. His left leg was amputated. ?Since the accident, the child, now 10 years old, has undergone more than 50 operations and still battles massive internal injuries. The family filed their personal injury lawsuit in San Diego Superior Court, accusing the city of negligently hiring, training and supervising the driver of the trash truck. The city truck driver was making an illegal and dangerous ?T?turn near an elementary school, and he was on his cellphone. It was also discovered that the driver had more than a dozen traffic violations. The witness who testified that the driver was on his cellphone when he ran over the child said: ?I was trying to get his attention to tell him and he was on the cellphone?.

The settlement will be set aside for the boy and will be used for a lifetime of medical challenges. ?He is currently using a?prosthesis?which will need?constant?attention as he grows.

Should we let wunderkinds drop out of high school?

(AP) ? It's one thing to say tech geniuses don't need degrees. After all, Bill Gates, Steve Jobs and Mark Zuckerberg all dropped out of college.

But now we've got David Karp, who doesn't even have a high school diploma. Karp, 26, founded Tumblr, the online blogging forum, and sold it to Yahoo for $1.1 billion.

Which raises the question: When is it OK for a wunderkind to drop out of school?

Some folks in Silicon Valley and elsewhere say a conventional education can't possibly give kids with outsize talents what they need. Others, like Vivek Wadhwa, a fellow at Stanford Law School who teaches and advises startup companies, say dropping out to pursue a dream is like "buying a lottery ticket ? that's how good your odds are here. More likely than not, you will become unemployed. For every success, there are 100,000 failures."

But what about kids who are so good at computer programming that schools can't teach them what they need to know? "That's what internships are for; that's what extracurricular activities are for," says Wadhwa, who has founded two companies.

Karp, in an interview with The Associated Press on Monday, said he hopes teenagers don't look at his success as an excuse for leaving school. "That is not a path that I would haphazardly recommend to kids out there," he said. "I was in a very unique position of knowing exactly what I wanted to do at a time when computer science education certainly wasn't that good in high school in New York City."

Karp's mother gave him the option of home-schooling when he was 14, after he completed his freshman year at the Bronx High School of Science, an elite New York City public school that only admits students who score well on a difficult entrance exam. Karp took Japanese classes and had a math tutor while continuing with an internship at an animation production company, but by age 16, he was working for a website and was on his way to become a tech entrepreneur. He never did get his diploma. Karp's mother told the AP that she let him leave school because she realized "he needed the time in the day in order to create."

That resonates with Penny Mills of Hudson, Mass., who let her son Thomas Sohmers, 17, drop out of 11th grade this year. "I could see how much of the work he was doing at school wasn't relevant to what he wanted to learn," she said. "He always wanted to learn more than what the schools wanted to teach him. At times it was very frustrating. I was fortunate to find people that were able to teach him more, but he has gone beyond what high school could ever give him."

Thomas has been working at a research lab at the esteemed Massachusetts Institute of Technology since he was 13, developing projects ranging from augmented reality eyewear to laser communications systems. He just won a Thiel Fellowship, which gives $100,000 to 20 people under the age of 20 each year so they can skip college to focus on research or a dream, whether it's a high-tech project, a business or a nonprofit. But his mom says she would have let him drop out even if he hadn't won the award.

"The part that really bothers me is that there are a lot of Thomases out there and their needs are not being met," said Mills.

Thomas says he's sad to be leaving his teenage friends behind, but he's excited about the future. And he has mixed feelings about his years in school. "I've had some amazing, great teachers that really have the passion to teach, but most of what is in school now is teaching to a test," he said. "It's really sad. You're not learning the skills for how to solve the problem ? you are just learning the answer to this question that is going to be on the test."

Susan Bartell, a psychologist based in Port Washington, New York who works with adolescents and their families, says she frequently encounters parents who are convinced that their kids are extraordinarily gifted. But she cautions that it's "the very rare exception when this decision (to drop out) makes sense." In the case of Karp, she said, "it worked out, but almost always it doesn't ? even if a kid is extremely gifted. School is about much more than just academics and in most cases, even the most gifted kids need the socializing."

And not all young moguls take Karp's route. Earlier this year, a 17-year-old from London, Nick D'Aloisio, sold an app he created to Yahoo for $30 million ? but he decided to stay in school.

On the other hand, there are examples of successful individuals in many fields who lack a high school diploma, from top performers such as Jay-Z to billionaire businessmen such as Richard Branson.

The tech community may be different from other industries. Degrees are not necessarily seen as a hallmark of achievement and programmers are judged on their ability to type lines of code. You are what you create.

What also sets the field apart is that computer programming is not taught at every high school, and even when it is, the most talented students often either "surpass the curriculum or feel it's not relevant to them," said Danielle Strachman, program director for the Thiel Fellowship. "They want to move at their own pace."

Strachman also emphasized that just because someone has left school, doesn't mean they've stopped learning. The Thiel program provides not just funding, but a community of peers and mentors to help recipients reach their goals. And they can always go back to pursue a degree when the fellowship is over.

It's a goal that even Karp has his eye on? despite his newfound wealth. "I hope I have an opportunity to go to school at some point," he said, "and study something completely different."

Josh Farmer: Ed Carpenter's Indy 500 Chances

Ed Carpenter is a rare breed in Indycar today being an owner/driver in a series dominated by multicar teams and rich team owners. This weekend, however, he shut out the field and won the pole for the Indianapolis 500.

A testament to what Carpenter had to overcome to win this pole was who he was up against in the Fast Nine. Between five Andretti Autosport entries and three Team Penske entries, he was up against the juggernauts in IndyCar and the odds did not appear to be in his favor. When it was go time, he delivered and beat them all for the pole.

So can Carpenter win the 500? I would say the odds are definitely in his favor. For one thing: the ovals are his strong suit. Of his 32 career top tens, 30 of those have been on ovals. He won at Kentucky in 2011 after finishing second the last 2 years, which included getting beat right at the line by Ryan Briscoe in 2009, driving for a relatively new Fisher Hartman Racing team beating Dario Franchitti: no easy task there. Very similar to what he did this past weekend to win the pole for the Indy 500, David beating Goliath.

He also knows how to win a 500 mile race. At last years season finale at Fontana, Carpenter dominated the race, leading the most laps and passed Dario Franchitti on the last lap to win the race. A 500 mile race in of itself is a challenge to win, and since he has won one already, he's proven he has what it takes. At the Indy 500 last year, he came from the back to the front and was running inside the top 5 towards the end of the race before a late spin took him out of contention.

So, long story short, can he win the race? Yes he can. Will he, we shall have to wait until Sunday to know for sure.

Yahoo takes big leap with $1.1B deal for Tumblr

SAN FRANCISCO (AP) ? Yahoo is buying online blogging forum Tumblr for $1.1 billion as CEO Marissa Mayer tries to rejuvenate an Internet icon that had fallen behind the times.

The deal announced Monday represents Mayer's boldest move yet since she left Google 10 months ago to lead Yahoo's latest comeback attempt. It marks Yahoo's most expensive acquisition since the Sunnyvale, Calif., company bought online search engine Overture a decade ago for $1.3 billion in cash and stock.

Yahoo is paying all cash for Tumblr, dipping into some of its remaining stash from a $7.6 billion windfall reaped last year from selling about half of its stake in Chinese Internet company Alibaba Holdings Group. Taking over Tumblr will devour about one-fifth of the $5.4 billion in cash that Yahoo had in its accounts at the end of March.

Yahoo also says that "per the agreement and our promise not to screw it up, Tumblr will be independently operated as a separate business" with David Karp staying on as CEO.

Tumblr, a service started six years by Karp, a high school dropout, now figures to play a pivotal role in Mayer's attempt to reshape Yahoo. To take on the challenge, Mayer ended a highly successful 13-year career at Google, which she helped surpass Yahoo as the Internet's most influential company. Since coming to Yahoo, Mayer has concentrated on improving employee morale, redesigning services and bringing in more engineering talent through a series of small acquisitions that have collectively cost less than $50 million.

Her efforts have been well-received on Wall Street so far, although most of the 69 percent surge in Yahoo's stock price under Mayer's leadership has been driven by the rising value of Yahoo's remaining 24 percent in Alibaba. When Alibaba goes public within the next few years, analysts have estimated Yahoo could collect another $10 billion to $20 billion by selling the rest of its Alibaba stock.

If this deal pays off the way Mayer envisions, Tumbler could help Yahoo finally get its stock price to $33. That would be a major coup because many investors soured on Yahoo after a previous regime led by co-founder Jerry Yang squandered an opportunity five years ago to sell the entire company to Microsoft for $33 per share. The stock spent more than four years trading below $20 before the recent surge that lifted the price to $26.52 through last week.

The deal could backfire though if Yahoo's effort to make more money alienate a Tumblr user base that so far has been subjected to hardly any advertising during the service's six-year history.

"Yahoo has to manage this acquisition in a way that keeps Tumblr's user base while trying to add advertising, which historically tends to turn off a lot of people," said Forrester Research analyst Zachary Reiss-Davis.

Mayer is betting that Tumblr will provide Yahoo with a captivating hook to reel in more traffic and advertisers on smartphones and tablet computers. That rapidly growing market is expected to become even more important during the next decade as people increasingly consume digital content on mobile devices instead of laptop and desktop machines.

Besides offering one of the top mobile apps, Tumblr also runs one of the world's busiest websites, featuring 75 million daily posts about everything from politics to pets. Advertising has been a missing ingredient so far as Tumblr, like many online services in their early stages, focused on building a loyal audience before turning its attention to making money.

Tumblr will remain based in New York and led by Karp, 26, who may now have a mentor in Mayer, 37. The startup has about 175 employees.

The deal also has some symbolic significance for Yahoo, an 18-year-old company that had spent much of the past decade aimlessly drifting under different management teams while Google Inc. overtook it in terms of size and influence. At the same time, newcomers such as Facebook Inc. and Twitter began to command the attention of people who found themselves spending less and less time on Yahoo.

Part of Yahoo's problems stemmed from missed chances to improve its service and technology.

Yahoo flirted with potential acquisitions of Google and Facebook in those two companies' early days, only to have the talks unravel because Yahoo wasn't prepared to pay asking prices that were far below the current market values of Google ($300 billion) and Facebook ($63 billion). Yahoo also considered buying YouTube in 2006, only to be outbid by Google, which snapped up the world's leading online service for $1.76 billion ? a price that now looks like a bargain.

Even when Yahoo did pull off deals, the company has been criticized for mismanaging a list of acquired services that includes photo-sharing Flickr, online help-wanted service HotJobs and content-sharing service Del.icio.us. Yahoo ended up selling HotJobs and Del.icio.us, but Mayer has been looking at ways to spruce up Flickr and blend its photos into more of Yahoo's other services. Mayer is expected to discuss more changes for Flickr at an event in New York Monday evening.

Tumblr could help Yahoo recapture some of its cachet with teens and adults in their early 20s, a demographic that has become tougher for Yahoo to reach in recent years as it fell behind the technological curve and struggled to develop compelling services.

While Facebook has turned into a mainstream social network where even grandparents now connect family and friends, Tumblr has become one of the places where the cool kids hang out.

Tumblr emerged has a trendy online hangout by providing a service that makes it easy to share blog posts, photos, video and other content in an enthralling mosaic. The service says it has amassed more than 50 billion posts from 108 million blogs. Tumblr users rely on a dashboard to pinpoint the kinds of blogs that they want to track and also have tools to pass along the posts that interest them.

That wealth of content could be interwoven into Yahoo's other services that provide coverage of general news, sports, finance and entertainment. Tumblr also will fill Yahoo's gaping void in the realm of social media. Yahoo so far has had to connect its services to Facebook and Twitter to give its users a social networking outlet.

Having its own social networking service will also give Yahoo more insights into the things that people like ? a key to distributing ads to consumers most likely to be interested in a specific products. That data, in turn, should help Yahoo sell more ads and accelerate its revenue growth. After three successive years of declines, Yahoo's revenue rose slightly last year, but lagged far behind the growth at Google and Facebook. Mayer has vowed to bring Yahoo's revenue growth back to at least the level of the overall Internet ad market.

Yahoo's acquisition will deliver a jackpot to Karp, who dropped out of high school to concentrate on computer programming. He ended up being home schooled while taking classes in Japanese and working on gambling software. Later, he became a product executive at a parenting website called UrbanBaby. After CNet bought the site in 2006, Karp set up his own a development service called "Davidville" before deciding to create an outlet for personal expression ? an endeavor that hatched Tumblr.

Karp's cut from the Yahoo deal is about $275 million. Most of the rest of the money will be paid to the venture capitalists that invested about $125 million into Tumblr. That list includes Spark Capital, Sequoia Capital, Greylock Partners, Union Square Ventures and Insight Venture Partners.

Buying Real Estate Does Not Have To Be Scary | Real Estate ...

A lot of people today fear buying real estate purchase can be intimidating for so many reasons. From legal complications, to the current real estate climate, there are a lot of new concerns that come up when considering a purchase. Becoming better educated can help, and these tips below can help you develop a basis.

A smart real estate agent will keep good contact with clients long after the sale, sending holiday cards and noting the anniversary of the home?s sale. They will remember how you helped them with their home buying experience. When you are concluding your greeting, remind them you would love to be referred to friends or family, because referrals are how you earn your living.

Be moderate in your approach when considering a purchase of real estate negotiations. Many times people are too aggressive because they are trying to get the best price, most times this approach will not get you the property that you want. Be clear about what you want, but let your lawyer and real estate agent negotiate, let your Realtor and lawyer go at the negotiations since they are used to fighting those battles.

Exercise flexibility when making decisions. You might not have the financial resources to buy your dream house in your dream neighborhood, but you might have enough to choose one of the two. If you can?t find a home in the area you want, shop for one in a similar area.

TIP! When you are buying a property, have some extra money so that you can pay for costs that you did not expect. You can get a good idea of the closing costs if you add the down payment, taxes and what the bank charges.

Real estate agents should keep in contact with former clients over the holidays and on the anniversaries of a purchase date. They will be reminded of how you helped them with their home buying experience. At the end of your message, let them know that you function by means of referrals and you would really appreciate it if they recommended you to their other friends.

If you want to move, you may want to research the neighborhoods of properties you are interested in online. You can discover a great deal of information about even the smallest town. Consider the population, population and unemployment rate of your desired location before purchasing a house there so you ensure that you will love where you live.

If you want to make a terrific real estate investment, give serious thought to remodeling and repair work. The good thing is that you will get a good profit from your investment when you repair a fixer. The value of the home should increase more than the investment.

TIP! Now is the time to invest in real estate. Property values have sunk to an all-time low after the recent housing market crash.

Buyers typically figure out their closing costs by totaling the down payment, real estate taxes, and the real estate taxes that are pro-related. In many cases, the closing cost will include extra items like improvement bonds, school taxes, improvement bonds and other items specific to the area.

You should invest in the real estate market at this time. Property values and interest rates are now at a low in light of the market has crashed. The market will go up again, and you will see profits from your investment.

Before you purchase a home, have an inspector come take a look. A home inspector will look over every part of the property to ensure that you are not buying a house with serious issues that are unseen. Some problems may be so severe that you won?t be able to live in the house until they are repaired.

TIP! If you don?t live a cold climate, avoid buying a house with a fireplace. It is difficult to clean more than one fireplace, and most people do not use them as often as they think they will.

You need to know what resources and information is available, and what the actual buying process entails, so use these tips when you plan on buying. Once you understand the ins and outs of real estate investing, you will be able to make more confident and promising choices.

Antarctic Neutrino Observatory Detects Unexplained High-Energy Particles

A preliminary analysis from the IceCube detector reveals more than two dozen neutrinos of unknown origin

Hot on the heels of detecting the two highest-energy neutrinos ever observed, scientists working with a mammoth particle detector buried in ice near the South Pole unveiled preliminary data showing that they also registered the signal of 26 additional high-energy neutrinos. The newfound neutrinos are somewhat less energetic than the two record-setters but nonetheless appear to carry more energy than would be expected if created by cosmic rays hitting the atmosphere?a prodigious source of neutrinos raining down on Earth. The particles thus may point to unknown energetic astrophysical processes deeper in the cosmos.

?The result right now is very preliminary,? cautions Nathan Whitehorn of the University of Wisconsin?Madison, who described the new data May 15 during a symposium in Madison on particle astrophysics. ?We?re not totally certain right now that it?s from an astrophysical source.? But it is difficult to explain the number and energy of the detected particles by invoking known processes within the solar system. ?If this does in fact hold up with more data, and this does turn out to be an astrophysical source, then we?ll be able to address some questions in ways that were totally inaccessible before,? Whitehorn adds.

IceCube physicists are working to understand the origins of high-energy cosmic rays?charged particles from space that strike Earth?which may bear on the origins of the neutrinos as well. ?Basically everything you could think of that would make cosmic rays would make neutrinos at the same time,? Whitehorn says. In contrast to neutrinos produced locally when cosmic rays strike the atmosphere, astrophysical neutrinos would originate at the same source as the cosmic rays themselves.

The IceCube Neutrino Observatory makes up for the renowned slipperiness of neutrinos, the lightweight fundamental particles that rarely interact with atoms of matter, by casting a wide net. IceCube consists of more than 5,000 light sensors, buried at depths of up to two kilometers, embedded in enough Antarctic ice to fill several hundred thousand Olympic swimming pools. In such a large volume, one neutrino of the many streaming constantly through space, our bodies and even solid rock occasionally bumps against an atom in the ice, which produces a tiny flash of light.

The properties of the light emitted by a neutrino strike in the IceCube detector, such as the light pattern registered by the sensor array (Is it bloblike or streaky?) as well as the travel direction of the particle (Was it downward from the sky, or upward through Earth?) can reveal which of three known flavors of neutrino was involved and where it came from. Therein lies a key advantage of neutrino astronomy?unlike charged cosmic rays, whose trajectories bend and twist through the cosmos under the influence of magnetic fields, neutral particles such as neutrinos trace straight back to their sources.

From known processes in the atmosphere, researchers expected to register about 10.6 particles over two years with energies measured in the tens or hundreds of tera?electron volts (trillions of electron volts). The 28 detected particles?including the two extremely high-energy particles announced in April?thus indicate an additional neutrino source that has not been accounted for.

So IceCube physicist Naoko Kurahashi Neilson, also of U.W.?Madison, traced the arrival directions of the newfound energetic particles to look for clues to their origins. ?What I tried to do is figure out if they point back to anything that might correspond with cosmic-ray production,? she says. But perhaps because there were relatively few particles to work with, no strong patterns emerged. ?Because we have a lot of events compared to before, but still not many, it?s hard to say,? she adds. ?My conclusion was that there are no identifiable sources at this time.?

The researchers used screening techniques to ferret out impostor particles and limit the background noise from atmospheric neutrinos, such as treating the edge of the detector as a red-flag region. A charged particle such as a muon from the atmosphere would light up sensors at the periphery of the IceCube detector as it enters, whereas a neutrino would penetrate cleanly and trigger sensors deep inside the ice. ?You don?t want things that have come into the detector, you want things that start in the detector,? says IceCube physicist Claudio Kopper of U.W.?Madison. Nevertheless, proving that the neutrinos indeed originated in high-energy cosmic processes will take time. ?The search is always for the source, and we haven?t found that yet,? Kopper says. ?That would be the smoking gun.?

Politics, bribery charges swirl around Ugandan oil

KAMPALA, Uganda (AP) ? Even before the first drops flow, Uganda's oil sector is beset by bribery allegations against officials, tax-related cases abroad that cost the government millions in legal fees, and the alleged interference of a president whose firm control of the sector worries transparency campaigners.

Uganda, which has confirmed oil deposits of about 3.5 billion barrels, wants to extract at least 1.2 billion barrels over the next three decades. That figure could rise when more oil blocks are put up for exploration later this year, potentially making Uganda one of Africa's top oil producers.

But some experts and analysts worry that the country got off to a false start and remains too politically unstable to avoid some of the mistakes made by other oil-rich but otherwise poor countries.

Ugandan President Yoweri Museveni has reserved for himself the right to have the final say before any deals are signed with oil companies, saying that policy is to ensure the country's interests are always protected. But some critics say the president's close involvement is unhelpful to a country that needs to focus on building credible, transparent institutions to manage its oil wealth whether or not Museveni is around.

In a session of parliament that sparked public uproar, an independent lawmaker fingered three government ministers he believed had been bribed by foreign oil companies seeking contracts with Uganda's government. The charges, denied by the three officials, forced lawmakers across the political spectrum to order an investigation that many here hoped would be swift and decisive.

Almost two years later, that investigation is still ongoing and Gerald Karuhanga, the lawmaker who first alleged bribery, says he no longer looks forward to seeing the investigators' report, if it ever comes out.

"It's taking forever," he said. "It's really unfortunate. I don't think they are serious about what they are doing. We are no longer enthusiastic about its release."

Uganda has not had a single peaceful transfer of power since independence in 1962, and Museveni himself, in charge since 1986, faces growing pressure to retire. The East African country, which announced that it had commercially viable quantities of oil in 2006, hopes to become a producer of crude by 2016. That's about the time Museveni's current term expires, and many believe he will run again.

Museveni's "interference" in oil matters makes Uganda less attractive in the eyes of foreign investors, according to Eurasia Group, a political risk think tank with headquarters in New York.

"Rising internal party discord in the ruling (party) ? younger members are pushing for new leadership ? has triggered increased patronage payments by the president, especially over oil sector development," the group said in a report last month.

A new law gives the energy minister, a presidential appointee, the authority to issue and revoke oil contracts. Some say that, while it may have reduced officials' opportunities for corruption, the president's close involvement undermines the development of institutions such as a planned national oil company.

"The primary risk we have is that the decision-making has been largely controlled by Museveni," said Angelo Izama, a Ugandan analyst who is researching the political economy of Uganda's oil wealth as an Open Society Foundations fellow in New York. "But he won't be around as an effective leader in the next 15 years. The question remains, 'How will this kind of narrow decision-making fare once you have another president?' The risk is that the political transition in Uganda is unpredictable."

The global intelligence think tank Stratfor said in a recent report that "Museveni's system of patronage going forward will have to be based on oil revenue. The increasingly fractious nature of Museveni's support base means patronage will become even more important, making securing oil revenue even more vital."

Museveni has said he wants oil revenue to be spent on developing infrastructure ? especially roads ? across the country, raising expectations here. It may be years before the government earns any royalties from oil, but these days Uganda's parliament frequently receives petitioners presenting alternative ways to spend the cash. Tribes that live near the oil-producing areas want more.

Uganda and three foreign companies reached a deal last month that includes the construction of a pipeline to transport Ugandan crude for export through Kenya. Accordingly, France's Total and the Chinese offshore oil company CNOOC, which last year acquired two thirds of British explorer Tullow Oil's Ugandan assets for $2.9 billion, will build a refinery with the capacity to process 30,000 barrels each day. But a final deal has not been signed, in part because of what the president's office called a disagreement on how to develop the pipeline and refinery.

Uganda is pressing for the "unconditional expansion of the refinery size of 30,000 to 60,000 barrels of oil per day when the demand increases in future," according to the president's office.

Uganda's biggest risk is rushing to sign deals with foreign oil companies that are vastly more experienced, said Fred Muhumuza, an economist with a local think tank called the Economic Policy Research Center. Uganda, which is locked in disputes with oil companies over outstanding taxes, must gain full knowledge of its oil wealth before production starts, he said.

"As a country, Uganda needs to build the capacity to understand what's going on," he said. "Are we going to be able to know how much oil has been exploited and then tax the revenues appropriately?"

Current estimates of Uganda's oil wealth are based on about 40 percent exploration of an ecologically sensitive area around Lake Albert on the border with Congo. In the coming weeks Ugandan authorities are expected to invite oil companies to bid for at least 13 oil blocks in a new round of licensing that campaigners hope will be more transparent than the last time.

"I am hopeful that the government will go for open bidding," said Godber Tumushabe, who heads the Advocates Coalition for Development and Environment, a local governance think tank. "If they go and cherry-pick which company gets which block, then that will be a fundamental mistake in terms of building the systems that will protect the country against the oil curse."

Mixed messages on Nexus Q support suggest Google doesn't know what to do with it, either

Yesterday there was some pretty damning news for owners of Google's Nexus Q musical orb: confirmation that the device isn't supported in the current version of the its Play Music app. This much is undoubtedly true, and verified by many owners. What is less clear, however, is whether this really is the end of the road. All the signals may be there, but some readers have forwarded us emails received from Google Play Support advising that a fix for Nexus Q streaming is definitely on the way. We contacted Google directly, but it was unable to give an official statement on the issue. We were simply told that the developer product never made it to commercial release, and as such the company can't promise either way. Mountain View isn't shy about shuttering much-loved services, so Nexus Q owners might take a small amount of solace from this current ambiguity, at least enough to delay taking matters into their own hands.

DiCaprio's 'Gatsby' brings 1920s glamor to Cannes

(AP) ? Like millions of others, Leonardo DiCaprio read and loved "The Great Gatsby" as a teenager. But he says he only recently began to understand it.

The star of Baz Luhrmann's kaleidoscopic screen adaptation, said reading F. Scott Fitzgerald's book again, he came to believe that it was not the tale of tragic romance he had once believed.

"I remember picking up the novel as a youth and being entertained by it, fascinated with Gatsby but not by any stretch of the imagination grasping the profound sort of existential power that Fitzgerald has in writing this book," the 38-year-old DiCaprio told reporters Wednesday at the Cannes Film Festival.

"Ultimately I was fascinated by Gatsby as a character. I was moved by him. It no longer became a love story to me. It became a tragedy of this new American, this man in a new world where everything is possible, and at a time of great opulence in the 1920s. He was trying to become a great Rockefeller, a great American, and somewhere along the way has lost a sense of who he was."

In the movie, DiCaprio glows with health, bursts with brio ? and wears immaculate linen suits ? as Gatsby, a self-made man of mystery whose Long Island mansion becomes the epicenter of impossibly glittering parties while he nurses a private romantic yearning.

DiCaprio's the one thing in the film most critics have been enthusiastic about, and he gave Cannes' opening day a big dose of star power as he posed for photos with fellow cast members including Tobey Maguire, Carey Mulligan and Joel Edgerton.

DiCaprio ? who first worked with the director on the 1996 film "Romeo + Juliet" ? said Luhrmann brought out the best in his cast.

"He inspires you every day in the workplace to not only do your best, but dream big," DiCaprio said. "You cannot get in a room with this man and not feel inspired, not feel nostalgic, not feel like you're part of something special. He brings that out in everybody he works with, and it's infectious.

"He's also not afraid to take on incredibly classic stories that are embedded in our culture and that are incredibly risky to do."

The risk of adapting a much-loved work is evident in the movie's muted reception from journalists in Cannes, and the mixed reviews it has received in the United States, where it opened last week.

But it is a box-office hit, and cast and director all expressed pride in being faithful to the spirit of Fitzgerald's 1925 novel ? despite the anachronistic soundtrack that features Jay-Z putting a hip-hop spin on Jazz Age sounds.

"Leonardo used to drive me crazy ? but in a good way ? because he would say, 'are we honoring that book?'" Luhrmann said. "And that was our singular focus."

Luhrmann is a Cannes darling ? his first feature, "Strictly Ballroom," played here in 1992 and "Moulin Rouge" opened the festival a decade later.

He said he was delighted to bring "Gatsby" to the French Riviera, where Fitzgerald and his wife and Zelda lived "a youthquake" of glamor and decadence much like the one the writer captured in his novel.

"He wrote it 20 miles up the road here," Luhrmann said, "while his wife was having an affair on the beach just down there ... and there was a French airman buzzing their house, who she was having the affair with.

"The thing I think about that is, how much of that pain and beauty went into the writing."

Ravens LB McClain retires before playing with team

OWINGS MILLS, Md. (AP) ? Linebacker Rolando McClain has told the Baltimore Ravens that he's retiring from the NFL.

The 23-year-old McClain played three seasons with the Oakland Raiders before signing a one-year contract with Baltimore as a free agent on April 12.

"Rolando let me know that he plans to retire from the NFL," Ravens general manager Ozzie Newsome said Wednesday. "We have placed him on the Reserve/Retired list."

Ten days after signing with the Ravens, McClain was arrested in Decatur, Alabama, and charged with disorderly conduct and resisting arrest.

It was the third time McClain was arrested in Decatur since 2011. He was previously charged in a 2011 shooting, and police arrested him in January on charges of having his car windows tinted too darkly and trying to lie about his identity.

McClain was sentenced to jail on an assault charge after the shooting, but prosecutors later dismissed the case.

A city judge dismissed the January charge against McClain of trying to lie about his identity. He pleaded guilty to the window tint violation and paid a $182 fine.

Before joining the Ravens, McClain spent his first three NFL seasons with the Oakland Raiders. He was the eighth overall pick in the 2010 draft out of Alabama.

In 41 games with Oakland he had 274 tackles, 6? sacks and one interception. In his final season, he was suspended for two games for conduct detrimental to the team.

Investing in Carnival Games | Uncommon Wisdom Daily

Publisher?s Note:

If there?s one universal goal that unites investors, it?s the peace of mind that comes with having a healthy, protected nest egg available when we or our loved ones need it most.

The good news is, there is truly an unlimited amount of profit that can be made in the markets. Just about anyone can become a success story by making consistently smart, safe decisions.

However, with the markets climbing to new all-time highs day after day, we?re faced with as many opportunities as questions about just how long the good times will last this time.

Because we?ve all seen too many flash crashes and bear markets, we know that there?s no time like right now to stock up on investments that can reward us regularly, both in good times as well as uncertain ones.

And so, a lot of you have been writing in, asking about our favorite, lowest-risk ways to participate in today?s market, without putting the wealth you?ve accumulated over a lifetime in harm?s way.

As our friend and colleague Nilus Mattive shared with you yesterday, there?s a wide universe of stocks that can work hard on your behalf by generating income for you every day that you own them.

Today, in the second of a four-part series, Nilus expands on that idea a bit further, showing you where you can find some of these hardworking stocks while giving you some insights that are both humorous and yet brutally accurate.

Enjoy this story, and I?ll rejoin you at the bottom with today?s top stories and a timely comment from reader Alex V. I think we can all relate to. ? Best wishes, Brad

Last week I found myself reading a news item with the following headline: ?Man Loses Life Savings Playing Carnival Game, Wins Giant Banana.?

I mean, how could anyone NOT want to hear that story, right?

In case you didn?t see it, here?s the gist ?

A 30-year-old New Hampshire man was at a fair when he started playing a game called ?Tubs of Fun.? His intent was to win a $100 Xbox Kinect.

After blowing $300 trying unsuccessfully, he did what any dedicated person might do ? he went home, grabbed the rest of his life savings ($2,300), and proceeded to toss all of THAT money into the carny?s bucket, too!

A day later the man returned to the carnival, and complained. He was refunded $300 ? plus a stuffed banana with dreadlocks.

Still unsatisfied, he filed a report with the local police requesting a deeper investigation into whether the game was rigged.

And in an equally strange ending to this bizarre tale, a website ended up reimbursing him for all his losses after the story went viral and garnered an outpouring of response from all corners of the Internet.

So What Does This Story Have
To Do With Investing? Everything!

Besides being one more piece of evidence that moral hazard is alive and well in America, this story illustrates the very idea of (literally) throwing good money after bad.

Heck, even when I was in elementary school I knew that carnival games were almost ALWAYS rigged in some way!

So, yes, the idea of a grown man squandering more than $2,000 on a ball-toss game ? for a prize worth $100 ? borders on the absurd.

Yet millions of investors do the same thing on a regular basis, with far-greater sums of money.

Sound investing is about
putting the odds in your favor.

They succumb to the same deadly combination of impulse, miscalculated odds and a cavalier attitude toward their money ?

They take outsized risks for very small potential rewards ?

And once they?re deep in the hole, they start taking even BIGGER chances in the hopes of making things right again!

Obviously, I advocate a much-different approach. It?s a pretty simple two-step process, really:

Step #1. Set some cash aside for emergencies ? and not the kind that involve carnival games.

Having some money in reserve just helps you sleep well at night. Moreover, it also gives you the ability to hop on opportunities that pop up during short-term market swings.

It doesn?t matter to me whether you keep the money in cold, hard cash ? in an ultra-conservative money market fund ? or in some other physical asset like gold.

The point is just that you need to feel comfortable and prepared for life?s inevitable curveballs. Because only then are you ready to invest with confidence and for the longer term.

That brings me to ?

Step #2. Put the bulk of your wealth in investments that produce big streams of cash.

This is why I love dividend stocks so much. The very best ones kick off big ? and growing ? streams of steady income no matter what the market does in the short term. Meanwhile, high-quality dividend-payers also tend to rise handsomely over time.

Better yet, you can find solid dividends in just about every corner of the markets: blue-chip firms that sell big-name household products ? natural-resource companies that operate as Master Limited Partnerships ? high-growth technology companies ? and even plenty of far-flung foreign investments!

Of course, dividend stocks are just one example of the kind of cash-gushing investments I recommend focusing on.

There are also niche parts of the bond market that can hand you outsized returns with minimal risk. For example, I Bonds remain great investments at current rates. And I also continue to recommend high-grade corporate debt through low-cost mutual funds like Vanguard?s VFICX.

Plus, you can invest in real estate in all its various forms ? everything from individual properties to Real Estate Investment Trusts (REITs).

The critical part is focusing on lower-risk, higher-reward strategies that pay you through thick and thin. After all, you can?t retire on stuffed bananas!

Best wishes,
Nilus

P.S. I?ll be back with another piece tomorrow at this same time. In the meantime, Brad wanted me to remind you that Sean Brodrick?s newest presentation about investing in junior-resource companies comes offline at 11:59 p.m. TONIGHT ? and, along with it, a special offer to subscribe to Sean?s Junior Resource Millionaire service at a steeply discounted price. So if you haven?t yet claimed your potential $1,195 reward just for watching, click here now so you don?t miss out!

Now, let me turn it back over to Brad for today?s market highlights ?

Apple?s Safari controls 59% of the mobile-browsing market thanks to the popularity of the iPhone, while Microsoft?s Internet Explorer controls 56% of the desktop market. Google?s Chrome has just released software to allow developers to add voice recognition to their websites and to allow users to sync their Google notes directly with their Google Drive storage service.
  • With new ?add-ons? and apps that feature games and third-party software from a home screen, Jay Sullivan, COO of Mozilla, says browsing ?will be more lively, quick and fun.? Mozilla has rolled social media integration for its Firefox browser and is working to convince website developers to adopt a new identity system called Persona, which would eliminate passwords.
  • Verizon Wireless, a joint venture between Verizon Communications (which owns 55%) and Vodafone Group (45%), will pay out a $7 billion dividend to its owners, down from $8.5 billion last year. This distribution, payable June 25, comes as a surprise to Verizon Chief Executive Lowell McAdams, who had hinted Verizon Wireless might not pay a dividend this year.
  • Verizon is encouraging Vodafone to sell its 45% stake in the venture. One Citigroup analyst said the timing of the dividend payment suggests a deal is not imminent, but they ?still ascribe a 55% probability? of a buyout within 12 months.

?I think Bill Gross (who declared an end to the bond bull run) has anticipated the fact that Bernanke and the Fed have to remove the foot from the pedal. There are those who say the landing will not be soft. Let us see what other central banks do also.

?Improper pricing of certain values in assets exists as a result of the sustained relaxed and stimulative monetary policies that have been maintained steadily for so long. Good luck, and safe landing.?

Alex, we are in agreement here! Keep watch, because we are currently hard at work preparing a special presentation about the bear market in bonds and the ramifications it can have for our readers. Make sure to keep your eyes peeled; it?s shaping up to be fantastic.

And remember, I headed up the research team (which included Nilus Mattive, the writer of today?s lead story as well) that predicted, as early as last summer, the peak of the bond market to occur this year. So, we?ve been watching this move for a good long while.

Let us know your view on bonds, fixed assets and income-paying stocks. You can reach us at feedback@uncommonwisdomdaily.com.
